		<description>Seems to me that the real issue here is a problem of enforcement resources. In the example you cited, California doesn't seem to be enforcing this particular environmental regulation in a consistent manner. When someone yells loudly enough, regulators take up the enforcement - most likely to avoid political backlash. This doesn't necessarily mean there is a problem with regulation - it just shows that enforcement resources are being manipulated by special interest groups. In this case it is unions doing the manipulating but in another case it is the NRA.</description>
