		<description>True enough Boose, but the idea (correct me if I'm wrong here) is that this program is going to help the auto manufacturers survive until the economy recovers enough that they can stand on their own?

Now, one can argue that this may be a broken window parable, but I think its a bit of a mischaracterization to suggest that the only point of the program is environmental.</description>

4: I think the program would be better off if we had done it more like the similar German program - that is, let the cars find their way to developing nations. That way, you can trade the vehicles for some other resource, but they are no longer polluting your cities.</description>
